關于推進以縣城為重要載體的城鎮化建設的意見

近日,中(zhong)(zhong)共(gong)中(zhong)(zhong)央辦(ban)公廳、國務院辦(ban)公廳印發了《關(guan)于推(tui)進(jin)以縣(xian)城為重要載(zai)體的城鎮化建(jian)設的意見》,并發出(chu)通知,要求(qiu)各地區(qu)各部門結合實際認真貫徹落實。

縣城(cheng)(cheng)(cheng)是我國城(cheng)(cheng)(cheng)鎮(zhen)體(ti)系(xi)(xi)的(de)(de)重要(yao)組成(cheng)部分,是城(cheng)(cheng)(cheng)鄉(xiang)融合發展的(de)(de)關鍵支撐,對促(cu)進新(xin)型(xing)城(cheng)(cheng)(cheng)鎮(zhen)化建設(she)、構建新(xin)型(xing)工農城(cheng)(cheng)(cheng)鄉(xiang)關系(xi)(xi)具有重要(yao)意(yi)義(yi)。為(wei)推(tui)進以縣城(cheng)(cheng)(cheng)為(wei)重要(yao)載(zai)體(ti)的(de)(de)城(cheng)(cheng)(cheng)鎮(zhen)化建設(she),現(xian)提出如下意(yi)見。

一(yi)、總體要求

(一)指導思(si)想(xiang)。以習近平(ping)新(xin)時(shi)代中國特色社會主義思(si)想(xiang)為(wei)(wei)(wei)指導,堅(jian)持以人為(wei)(wei)(wei)核心(xin)推進新(xin)型(xing)城(cheng)(cheng)鎮(zhen)化,尊重縣(xian)城(cheng)(cheng)發(fa)展(zhan)規律,統籌(chou)縣(xian)城(cheng)(cheng)生產(chan)、生活、生態(tai)、安(an)(an)全需要(yao),因(yin)地制宜補齊(qi)縣(xian)城(cheng)(cheng)短板弱項,促進縣(xian)城(cheng)(cheng)產(chan)業配套設施(shi)提(ti)質增效(xiao)、市政(zheng)公(gong)用設施(shi)提(ti)檔升級、公(gong)共服(fu)務設施(shi)提(ti)標擴(kuo)(kuo)面、環(huan)境基(ji)礎設施(shi)提(ti)級擴(kuo)(kuo)能(neng),增強縣(xian)城(cheng)(cheng)綜合(he)承(cheng)載(zai)能(neng)力(li),提(ti)升縣(xian)城(cheng)(cheng)發(fa)展(zhan)質量,更好滿足農民(min)到縣(xian)城(cheng)(cheng)就(jiu)業安(an)(an)家需求(qiu)和縣(xian)城(cheng)(cheng)居民(min)生產(chan)生活需要(yao),為(wei)(wei)(wei)實施(shi)擴(kuo)(kuo)大內需戰略、協同推進新(xin)型(xing)城(cheng)(cheng)鎮(zhen)化和鄉村(cun)振興提(ti)供(gong)有力(li)支撐。

(二)工作要求。順應縣(xian)(xian)(xian)城(cheng)(cheng)人口流動變化趨勢,立足(zu)資(zi)(zi)源環境承(cheng)載能(neng)力、區(qu)位條(tiao)件(jian)、產業基礎(chu)、功能(neng)定位,選(xuan)擇一批條(tiao)件(jian)好的(de)縣(xian)(xian)(xian)城(cheng)(cheng)作為示范(fan)地區(qu)重點發(fa)(fa)展,防止人口流失縣(xian)(xian)(xian)城(cheng)(cheng)盲目建(jian)設(she)(she)。充分發(fa)(fa)揮(hui)市場(chang)在資(zi)(zi)源配置中的(de)決定性(xing)作用,引導支持(chi)各類市場(chang)主體參與(yu)縣(xian)(xian)(xian)城(cheng)(cheng)建(jian)設(she)(she);更好發(fa)(fa)揮(hui)政府作用,切實(shi)履行制定規劃政策、提供公共服(fu)務、營造制度(du)環境等方面職責。以縣(xian)(xian)(xian)域為基本單(dan)元(yuan)推進城(cheng)(cheng)鄉(xiang)(xiang)融合(he)發(fa)(fa)展,發(fa)(fa)揮(hui)縣(xian)(xian)(xian)城(cheng)(cheng)連(lian)接城(cheng)(cheng)市、服(fu)務鄉(xiang)(xiang)村作用,增強對鄉(xiang)(xiang)村的(de)輻射帶動能(neng)力,促進縣(xian)(xian)(xian)城(cheng)(cheng)基礎(chu)設(she)(she)施和公共服(fu)務向鄉(xiang)(xiang)村延伸覆蓋,強化縣(xian)(xian)(xian)城(cheng)(cheng)與(yu)鄰近城(cheng)(cheng)市發(fa)(fa)展的(de)銜接配合(he)。統(tong)籌發(fa)(fa)展和安全(quan),嚴格(ge)落(luo)實(shi)耕地和永(yong)久基本農田、生(sheng)態(tai)保護紅線(xian)、城(cheng)(cheng)鎮開發(fa)(fa)邊(bian)界,守住歷史文(wen)化根脈,防止大拆大建(jian)、貪大求洋(yang),嚴格(ge)控(kong)制撤縣(xian)(xian)(xian)建(jian)市設(she)(she)區(qu),防控(kong)災害事故風險,防范(fan)地方政府債務風險。

(三)發(fa)(fa)展目標。到(dao)2025年,以(yi)縣(xian)城(cheng)(cheng)(cheng)(cheng)為(wei)重要(yao)載(zai)體的(de)(de)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)建設取得重要(yao)進展,縣(xian)城(cheng)(cheng)(cheng)(cheng)短板弱(ruo)項進一(yi)(yi)步補齊補強,一(yi)(yi)批具有(you)良好區位優勢和(he)產(chan)業基礎、資(zi)源(yuan)環(huan)境承載(zai)能力較強、集聚人(ren)口經濟條件較好的(de)(de)縣(xian)城(cheng)(cheng)(cheng)(cheng)建設取得明顯(xian)成(cheng)(cheng)效(xiao),公共資(zi)源(yuan)配置與(yu)(yu)常(chang)住人(ren)口規模基本匹配,特色(se)優勢產(chan)業發(fa)(fa)展壯大,市政設施基本完(wan)備,公共服(fu)務(wu)全面提升(sheng),人(ren)居環(huan)境有(you)效(xiao)改善(shan),綜合(he)承載(zai)能力明顯(xian)增強,農(nong)民到(dao)縣(xian)城(cheng)(cheng)(cheng)(cheng)就(jiu)業安(an)家規模不斷擴大,縣(xian)城(cheng)(cheng)(cheng)(cheng)居民生活(huo)品質(zhi)明顯(xian)改善(shan)。再(zai)經過一(yi)(yi)個時期的(de)(de)努力,在(zai)全國范圍(wei)內基本建成(cheng)(cheng)各具特色(se)、富有(you)活(huo)力、宜居宜業的(de)(de)現代化(hua)縣(xian)城(cheng)(cheng)(cheng)(cheng),與(yu)(yu)鄰近(jin)大中城(cheng)(cheng)(cheng)(cheng)市的(de)(de)發(fa)(fa)展差距(ju)顯(xian)著縮(suo)小(xiao),促進城(cheng)(cheng)(cheng)(cheng)鎮(zhen)體系完(wan)善(shan)、支撐城(cheng)(cheng)(cheng)(cheng)鄉融(rong)合(he)發(fa)(fa)展作用(yong)進一(yi)(yi)步彰顯(xian)。

二、科學把握功能定位(wei),分類引導縣城發展方向

(四)加快發(fa)展大城市(shi)周邊(bian)縣城。支持位于城市(shi)群(qun)和都市(shi)圈(quan)范圍(wei)內的縣城融入(ru)鄰(lin)近大城市(shi)建設發(fa)展,主動承(cheng)接人口(kou)、產(chan)業、功能特別是一般性制造(zao)業、區域性物流(liu)基(ji)地、專業市(shi)場(chang)、過度(du)集中的公共服務資(zi)源疏解轉移,強化快速交通連接,發(fa)展成為與(yu)鄰(lin)近大城市(shi)通勤便捷、功能互補、產(chan)業配套的衛星縣城。

(五)積極(ji)培育專業功(gong)能(neng)縣城。支持(chi)具有資源(yuan)、交(jiao)通等(deng)優勢的(de)縣城發揮專業特長,培育發展(zhan)特色經濟和(he)支柱產(chan)業,強(qiang)化(hua)產(chan)業平臺支撐,提高就(jiu)業吸(xi)納能(neng)力,發展(zhan)成為先進制(zhi)造、商貿(mao)(mao)流通、文化(hua)旅游(you)等(deng)專業功(gong)能(neng)縣城。支持(chi)邊(bian)境縣城完善基礎設施,強(qiang)化(hua)公共服務和(he)邊(bian)境貿(mao)(mao)易(yi)等(deng)功(gong)能(neng),提升人口集(ji)聚能(neng)力和(he)守邊(bian)固邊(bian)能(neng)力。

(六)合理(li)發(fa)(fa)展農(nong)產品主產區縣城(cheng)。推動位于農(nong)產品主產區內(nei)(nei)的縣城(cheng)集聚(ju)發(fa)(fa)展農(nong)村二(er)三產業,延長(chang)農(nong)業產業鏈(lian)條,做(zuo)優(you)做(zuo)強農(nong)產品加工業和農(nong)業生產性服務業,更多吸納(na)縣域內(nei)(nei)農(nong)業轉移人口(kou),為有效服務“三農(nong)”、保障(zhang)糧食安全提供支(zhi)撐。

(七)有序發(fa)展重(zhong)點生(sheng)(sheng)態(tai)功(gong)能區縣城。推動位于重(zhong)點生(sheng)(sheng)態(tai)功(gong)能區內的縣城逐(zhu)步有序承接生(sheng)(sheng)態(tai)地(di)區超(chao)載人口轉(zhuan)移(yi)(yi),完善財政轉(zhuan)移(yi)(yi)支付制度,增強(qiang)公(gong)共服務(wu)供(gong)給能力,發(fa)展適宜產業(ye)和清(qing)潔能源(yuan),為保護修復(fu)生(sheng)(sheng)態(tai)環境、筑牢生(sheng)(sheng)態(tai)安全屏障提供(gong)支撐。

(八)引(yin)導人口流失縣(xian)(xian)(xian)城轉型發展(zhan)。結合城鎮(zhen)發展(zhan)變化態勢,推動人口流失縣(xian)(xian)(xian)城嚴控(kong)城鎮(zhen)建設用地增(zeng)量、盤活存量,促進人口和(he)公共服務資源(yuan)適度(du)集中,加強(qiang)民生保(bao)障和(he)救助扶助,有序(xu)引(yin)導人口向鄰(lin)近(jin)的經濟發展(zhan)優勢區(qu)域轉移,支持有條件的資源(yuan)枯竭縣(xian)(xian)(xian)城培育接續替(ti)代產業。

三、培育發(fa)展特色優勢產業(ye),穩定擴大(da)縣(xian)城就業(ye)崗位

(九)增(zeng)強(qiang)縣城產(chan)(chan)(chan)業支撐能(neng)力。重(zhong)點發展(zhan)(zhan)比較優勢明(ming)顯(xian)、帶(dai)動(dong)農(nong)業農(nong)村能(neng)力強(qiang)、就業容量大的產(chan)(chan)(chan)業,統籌培育(yu)(yu)本地(di)產(chan)(chan)(chan)業和承接外部產(chan)(chan)(chan)業轉移,促進產(chan)(chan)(chan)業轉型升級。突(tu)出特色、錯位發展(zhan)(zhan),因地(di)制宜發展(zhan)(zhan)一(yi)般(ban)性制造(zao)業。以“糧頭食尾(wei)”、“農(nong)頭工(gong)尾(wei)”為(wei)抓(zhua)手,培育(yu)(yu)農(nong)產(chan)(chan)(chan)品(pin)(pin)加工(gong)業集群,發展(zhan)(zhan)農(nong)資供應(ying)、技術(shu)集成、倉儲物流、農(nong)產(chan)(chan)(chan)品(pin)(pin)營(ying)銷等農(nong)業生(sheng)產(chan)(chan)(chan)性服(fu)務業。根據文(wen)化(hua)旅游(you)資源稟賦(fu),培育(yu)(yu)文(wen)化(hua)體驗、休(xiu)閑度(du)假、特色民宿、養(yang)生(sheng)養(yang)老等產(chan)(chan)(chan)業。

(十)提升(sheng)產(chan)(chan)(chan)(chan)業平臺功能。依托各類(lei)開發(fa)區、產(chan)(chan)(chan)(chan)業集聚(ju)區、農民工(gong)返(fan)鄉創業園等平臺,引導(dao)縣域產(chan)(chan)(chan)(chan)業集中集聚(ju)發(fa)展。支(zhi)持符(fu)合條(tiao)件的(de)縣城建(jian)設(she)(she)產(chan)(chan)(chan)(chan)業轉型(xing)升(sheng)級示范園區。根據需要配置公共配套設(she)(she)施(shi),健全(quan)標準(zhun)廠房、通用基礎(chu)制造(zao)裝備(bei)、共性技術研發(fa)儀器設(she)(she)備(bei)、質量基礎(chu)設(she)(she)施(shi)、倉儲集散回收設(she)(she)施(shi)。鼓勵農民工(gong)集中的(de)產(chan)(chan)(chan)(chan)業園區及企業建(jian)設(she)(she)集體宿舍。

(十一)健全商貿流通網(wang)絡。發展物(wu)(wu)(wu)流中(zhong)心和(he)專業(ye)市(shi)(shi)場,打造(zao)工業(ye)品和(he)農(nong)產品分撥(bo)中(zhong)轉地。根據(ju)需要建(jian)(jian)設(she)鐵(tie)路專用線,依托(tuo)交(jiao)通場站建(jian)(jian)設(she)物(wu)(wu)(wu)流設(she)施。建(jian)(jian)設(she)具備運輸倉儲、集散分撥(bo)等(deng)功能的物(wu)(wu)(wu)流配送(song)中(zhong)心,發展物(wu)(wu)(wu)流共同配送(song),鼓(gu)勵社會(hui)力量(liang)布設(she)智能快件箱(xiang)。改善農(nong)貿市(shi)(shi)場交(jiao)易棚廳(ting)等(deng)經營條件,完善冷(leng)鏈物(wu)(wu)(wu)流設(she)施,建(jian)(jian)設(she)面向城市(shi)(shi)消費的生鮮(xian)食品低(di)溫加工處理(li)中(zhong)心。

(十二)完(wan)善消(xiao)費基礎(chu)設(she)施(shi)。圍繞(rao)產業轉型升級和居民消(xiao)費升級需求,改(gai)善縣城消(xiao)費環境。改(gai)造(zao)提(ti)升百貨商場、大(da)型賣場、特色商業街,發展新型消(xiao)費集聚(ju)區(qu)。完(wan)善消(xiao)費服務中心、公共交通站點(dian)、智能引導系統(tong)、安(an)全保(bao)障設(she)施(shi),配置(zhi)電子商務硬件設(she)施(shi)及軟(ruan)件系統(tong),建設(she)展示交易公用空間。完(wan)善游(you)客(ke)服務中心、旅(lv)(lv)游(you)道路、旅(lv)(lv)游(you)廁(ce)所等配套設(she)施(shi)。

(十三(san))強化職(zhi)業技(ji)能(neng)(neng)(neng)(neng)培訓(xun)(xun)。大規模開展面向(xiang)農民工(gong)(gong)特別是困(kun)難農民工(gong)(gong)的職(zhi)業技(ji)能(neng)(neng)(neng)(neng)培訓(xun)(xun),提(ti)高(gao)其技(ji)能(neng)(neng)(neng)(neng)素(su)質和(he)(he)穩定就業能(neng)(neng)(neng)(neng)力(li)。統(tong)籌發揮企業、職(zhi)業學(xue)校、技(ji)工(gong)(gong)學(xue)校作用,聚焦新(xin)職(zhi)業新(xin)工(gong)(gong)種和(he)(he)緊(jin)缺崗位加強職(zhi)業技(ji)能(neng)(neng)(neng)(neng)培訓(xun)(xun),提(ti)高(gao)與市場(chang)需求契(qi)合度(du)。推(tui)動公共實(shi)訓(xun)(xun)基地共建共享,建設職(zhi)業技(ji)能(neng)(neng)(neng)(neng)培訓(xun)(xun)線上平臺。落實(shi)好培訓(xun)(xun)補貼(tie)政策,暢通培訓(xun)(xun)補貼(tie)直達企業和(he)(he)培訓(xun)(xun)者渠道(dao)。

四、完善市政(zheng)設(she)施體(ti)系(xi),夯(hang)實縣城運行基礎支撐(cheng)

(十四(si))完(wan)(wan)善市政(zheng)交通設(she)施(shi)。完(wan)(wan)善機動(dong)車(che)道、非機動(dong)車(che)道、人行道,健全配套交通管理設(she)施(shi)和交通安全設(she)施(shi)。建(jian)(jian)(jian)設(she)以配建(jian)(jian)(jian)停(ting)車(che)場(chang)為主、路外公(gong)(gong)共停(ting)車(che)場(chang)為輔、路內停(ting)車(che)為補充的停(ting)車(che)系統。優化公(gong)(gong)共充換電設(she)施(shi)建(jian)(jian)(jian)設(she)布(bu)局,加(jia)快建(jian)(jian)(jian)設(she)充電樁。完(wan)(wan)善公(gong)(gong)路客(ke)運站(zhan)服務(wu)功能,加(jia)強(qiang)公(gong)(gong)路客(ke)運站(zhan)土地綜合開發利用。建(jian)(jian)(jian)設(she)公(gong)(gong)共交通場(chang)站(zhan),優化公(gong)(gong)交站(zhan)點布(bu)設(she)。

(十五)暢(chang)通(tong)(tong)對外連接通(tong)(tong)道。提高縣城(cheng)(cheng)(cheng)與周邊大(da)中(zhong)城(cheng)(cheng)(cheng)市(shi)互聯互通(tong)(tong)水(shui)平,擴大(da)干線鐵路、高速公(gong)路、國(guo)省干線公(gong)路等覆蓋面。推進(jin)縣城(cheng)(cheng)(cheng)市(shi)政道路與干線公(gong)路高效(xiao)銜接,有序開(kai)(kai)展(zhan)(zhan)干線公(gong)路過境(jing)段、進(jin)出(chu)城(cheng)(cheng)(cheng)瓶頸路段升級改(gai)造。支持有需要的縣城(cheng)(cheng)(cheng)開(kai)(kai)通(tong)(tong)與周邊城(cheng)(cheng)(cheng)市(shi)的城(cheng)(cheng)(cheng)際(ji)公(gong)交,開(kai)(kai)展(zhan)(zhan)客(ke)運班線公(gong)交化改(gai)造。引導有條(tiao)件的大(da)城(cheng)(cheng)(cheng)市(shi)軌道交通(tong)(tong)適(shi)當向(xiang)周邊縣城(cheng)(cheng)(cheng)延伸。

(十六(liu))健全防洪排(pai)澇(lao)設施(shi)。堅(jian)持防御外洪與(yu)治(zhi)理內澇(lao)并重,逐步消除嚴重易澇(lao)積水(shui)(shui)區段(duan)。實施(shi)排(pai)水(shui)(shui)管(guan)網(wang)和泵站(zhan)建(jian)(jian)設改(gai)造(zao),修復(fu)破損和功能失效設施(shi)。建(jian)(jian)設排(pai)澇(lao)通(tong)道(dao),整(zheng)治(zhi)河(he)道(dao)、湖塘、排(pai)洪溝、道(dao)路邊(bian)溝,確保與(yu)管(guan)網(wang)排(pai)水(shui)(shui)能力相匹配。推進雨(yu)水(shui)(shui)源頭(tou)減排(pai),增強(qiang)地面滲水(shui)(shui)能力。完善堤線(xian)布置和河(he)流護(hu)岸(an)工程,合理建(jian)(jian)設截洪溝等(deng)設施(shi),降(jiang)低外洪入城風險。

(十七)增強(qiang)防災(zai)減災(zai)能(neng)(neng)力(li)(li)。健全災(zai)害監測體系,提高(gao)預警預報水(shui)平。采取搬(ban)遷(qian)避讓和工程治理等(deng)手(shou)段,防治泥石流、崩塌(ta)、滑坡、地面塌(ta)陷(xian)等(deng)地質(zhi)災(zai)害。提高(gao)建筑(zhu)(zhu)抗災(zai)能(neng)(neng)力(li)(li),開展重要建筑(zhu)(zhu)抗震(zhen)鑒定及(ji)加固改造。推進公(gong)共建筑(zhu)(zhu)消防設(she)(she)施達標建設(she)(she),規(gui)劃布(bu)局消防栓、蓄水(shui)池、微(wei)型消防站(zhan)等(deng)配套設(she)(she)施。合理布(bu)局應急(ji)避難場所,強(qiang)化體育場館等(deng)公(gong)共建筑(zhu)(zhu)應急(ji)避難功能(neng)(neng)。完善供水(shui)、供電、通信等(deng)城市生命線(xian)備用設(she)(she)施,加強(qiang)應急(ji)救災(zai)和搶(qiang)險救援能(neng)(neng)力(li)(li)建設(she)(she)。

(十八)加強老化(hua)管(guan)(guan)網(wang)(wang)改(gai)造。全面(mian)(mian)推(tui)進(jin)老化(hua)燃氣管(guan)(guan)道(dao)(dao)更(geng)新(xin)改(gai)造,重點改(gai)造不(bu)符合(he)標(biao)準規范、存在安全隱患的(de)燃氣管(guan)(guan)道(dao)(dao)、燃氣場站(zhan)、居民戶內設施(shi)及監測設施(shi)。改(gai)造水(shui)質不(bu)能穩(wen)定(ding)達標(biao)水(shui)廠及老舊破損供(gong)水(shui)管(guan)(guan)網(wang)(wang)。推(tui)進(jin)老化(hua)供(gong)熱管(guan)(guan)道(dao)(dao)更(geng)新(xin)改(gai)造,提高北(bei)方(fang)地區(qu)縣(xian)城集中供(gong)暖(nuan)比例。開展電網(wang)(wang)升級改(gai)造,推(tui)動必(bi)要的(de)路面(mian)(mian)電網(wang)(wang)及通信網(wang)(wang)架(jia)空線入地。

(十九)推(tui)動(dong)老(lao)舊(jiu)(jiu)小(xiao)區(qu)(qu)(qu)改(gai)(gai)造。加(jia)快改(gai)(gai)造建成年代較(jiao)早(zao)、失養失修失管、配套設(she)施不完(wan)(wan)善(shan)、居(ju)(ju)民改(gai)(gai)造意愿(yuan)強烈(lie)的住(zhu)宅小(xiao)區(qu)(qu)(qu),改(gai)(gai)善(shan)居(ju)(ju)民基(ji)本(ben)居(ju)(ju)住(zhu)條件。完(wan)(wan)善(shan)老(lao)舊(jiu)(jiu)小(xiao)區(qu)(qu)(qu)及周邊(bian)水(shui)電路氣熱信等配套設(she)施,加(jia)強無(wu)障礙設(she)施建設(she)改(gai)(gai)造。科學布局社區(qu)(qu)(qu)綜合服(fu)務設(she)施,推(tui)進養老(lao)托育等基(ji)本(ben)公共服(fu)務便捷供給。結合老(lao)舊(jiu)(jiu)小(xiao)區(qu)(qu)(qu)改(gai)(gai)造,統(tong)籌推(tui)動(dong)老(lao)舊(jiu)(jiu)廠區(qu)(qu)(qu)、老(lao)舊(jiu)(jiu)街區(qu)(qu)(qu)、城中(zhong)村改(gai)(gai)造。

五、強化公共服務供給,增進縣(xian)城民生(sheng)福祉

六(liu)、加強歷史文化和生態保護,提升縣城人居(ju)環境質量

(二十六)加強歷史(shi)(shi)文(wen)化(hua)保(bao)(bao)護傳(chuan)承。傳(chuan)承延(yan)續歷史(shi)(shi)文(wen)脈,厚植傳(chuan)統文(wen)化(hua)底蘊。保(bao)(bao)護歷史(shi)(shi)文(wen)化(hua)名城(cheng)名鎮(zhen)和(he)歷史(shi)(shi)文(wen)化(hua)街(jie)區,保(bao)(bao)留歷史(shi)(shi)肌理、空間尺度、景(jing)觀環(huan)境。加強革(ge)命文(wen)物、紅色遺址、文(wen)化(hua)遺產(chan)(chan)保(bao)(bao)護,活(huo)化(hua)利用歷史(shi)(shi)建筑和(he)工業遺產(chan)(chan)。推動非物質文(wen)化(hua)遺產(chan)(chan)融入(ru)縣城(cheng)建設。鼓勵建筑設計傳(chuan)承創新。禁(jin)止(zhi)拆真建假(jia)、以假(jia)亂真,嚴(yan)(yan)禁(jin)隨意拆除老建筑、大規模遷移砍伐老樹,嚴(yan)(yan)禁(jin)侵(qin)占(zhan)風景(jing)名勝區內土地。

(二十七)打造藍綠(lv)(lv)生(sheng)態(tai)(tai)空(kong)間。完善生(sheng)態(tai)(tai)綠(lv)(lv)地(di)系統,依托山(shan)水林田湖(hu)草(cao)等自(zi)然(ran)基底建設生(sheng)態(tai)(tai)綠(lv)(lv)色(se)廊道(dao),利(li)用(yong)周邊荒山(shan)坡地(di)和(he)污(wu)染土地(di)開展國土綠(lv)(lv)化,建設街心綠(lv)(lv)地(di)、綠(lv)(lv)色(se)游憩空(kong)間、郊野公園。加強河道(dao)、湖(hu)泊、濱海地(di)帶等濕地(di)生(sheng)態(tai)(tai)和(he)水環境修復,合理保(bao)持(chi)水網密度和(he)水體(ti)(ti)自(zi)然(ran)連通(tong)。加強黑(hei)臭水體(ti)(ti)治理,對河湖(hu)岸線進行生(sheng)態(tai)(tai)化改造,恢復和(he)增強水體(ti)(ti)自(zi)凈能力。

(二(er)十八)推進生產(chan)生活低(di)(di)碳(tan)化。推動能源清潔低(di)(di)碳(tan)安(an)全(quan)高效(xiao)利用(yong),引導非(fei)化石能源消(xiao)(xiao)費和(he)(he)分(fen)布式(shi)能源發(fa)展(zhan)(zhan),在有條件(jian)的地區(qu)推進屋頂(ding)分(fen)布式(shi)光伏發(fa)電。堅(jian)決遏制“兩高”項目(mu)盲目(mu)發(fa)展(zhan)(zhan),深入推進產(chan)業園區(qu)循環化改(gai)造。大力發(fa)展(zhan)(zhan)綠(lv)色建筑,推廣裝(zhuang)配(pei)式(shi)建筑、節能門窗、綠(lv)色建材、綠(lv)色照(zhao)明,全(quan)面推行綠(lv)色施工。推動公共交(jiao)通工具和(he)(he)物(wu)流配(pei)送、市政(zheng)環衛等車輛電動化。推廣節能低(di)(di)碳(tan)節水用(yong)品(pin)和(he)(he)環保再生產(chan)品(pin),減(jian)少一次性消(xiao)(xiao)費品(pin)和(he)(he)包裝(zhuang)用(yong)材消(xiao)(xiao)耗。

(二十九)完善垃圾收(shou)集(ji)處理體(ti)系。因地制宜建設生活垃圾分類處理系統,配(pei)備滿(man)足(zu)分類清運(yun)需求、密(mi)封性(xing)好、壓縮式的收(shou)運(yun)車輛,改造(zao)垃圾房和(he)(he)轉(zhuan)運(yun)站,建設與(yu)清運(yun)量(liang)相適應的垃圾焚燒設施,做(zuo)好全(quan)流程惡(e)臭(chou)防治。合理布局(ju)危險廢(fei)棄物收(shou)集(ji)和(he)(he)集(ji)中利(li)用處置(zhi)設施。健全(quan)縣域醫療(liao)廢(fei)棄物收(shou)集(ji)轉(zhuan)運(yun)處置(zhi)體(ti)系。推進(jin)大(da)宗固體(ti)廢(fei)棄物綜(zong)合利(li)用。

(三十)增強污(wu)(wu)(wu)(wu)水(shui)收(shou)集(ji)(ji)處(chu)理能力(li)。完善(shan)老城(cheng)區及城(cheng)中村等重點區域(yu)污(wu)(wu)(wu)(wu)水(shui)收(shou)集(ji)(ji)管(guan)(guan)網,更新修復混錯接、漏接、老舊(jiu)破損管(guan)(guan)網,推(tui)進(jin)(jin)雨污(wu)(wu)(wu)(wu)分流改(gai)造。開展污(wu)(wu)(wu)(wu)水(shui)處(chu)理差別化(hua)精準(zhun)提標,對現有污(wu)(wu)(wu)(wu)水(shui)處(chu)理廠(chang)進(jin)(jin)行(xing)擴容改(gai)造及惡臭(chou)治理。在缺水(shui)地(di)區和水(shui)環境敏感地(di)區推(tui)進(jin)(jin)污(wu)(wu)(wu)(wu)水(shui)資源化(hua)利用(yong)。推(tui)進(jin)(jin)污(wu)(wu)(wu)(wu)泥無害化(hua)資源化(hua)處(chu)置(zhi),逐步壓減污(wu)(wu)(wu)(wu)泥填埋規模。

七、提高縣城輻射(she)帶動鄉村能(neng)力(li),促進縣鄉村功能(neng)銜接互補

九、組織實(shi)施

(三十(shi)七)加(jia)強(qiang)(qiang)組織領導。堅持(chi)和加(jia)強(qiang)(qiang)黨(dang)的(de)全面領導,發(fa)(fa)揮各(ge)(ge)級黨(dang)組織作(zuo)(zuo)用(yong),建立(li)中(zhong)央指導、省負總責、市(shi)縣(xian)抓落實(shi)的(de)工(gong)作(zuo)(zuo)機(ji)制,為推進以縣(xian)城(cheng)為重(zhong)要載體(ti)的(de)城(cheng)鎮化建設(she)提供(gong)根本保(bao)證。發(fa)(fa)揮城(cheng)鎮化工(gong)作(zuo)(zuo)暨城(cheng)鄉融合發(fa)(fa)展工(gong)作(zuo)(zuo)部際(ji)聯席會議制度作(zuo)(zuo)用(yong),國(guo)家發(fa)(fa)展改革(ge)委要會同各(ge)(ge)成員單位,強(qiang)(qiang)化統籌協(xie)調和政策保(bao)障,扎實(shi)推進示范等工(gong)作(zuo)(zuo)。各(ge)(ge)省(自治區、直轄(xia)市(shi))要明確具體(ti)任(ren)務(wu)舉措,做好組織協(xie)調和指導督促(cu)。各(ge)(ge)市(shi)縣(xian)要強(qiang)(qiang)化主體(ti)責任(ren),切實(shi)推動目標任(ren)務(wu)落地見效(xiao)。

(三十八)強化規(gui)劃引(yin)領。堅持(chi)“一縣(xian)(xian)一策”,以縣(xian)(xian)城為主,兼顧(gu)縣(xian)(xian)級(ji)(ji)市城區和非縣(xian)(xian)級(ji)(ji)政(zheng)府駐地特大(da)鎮,科學編制和完善建設(she)方案,按(an)照“缺(que)什(shen)么補什(shen)么”原(yuan)則,明確(que)建設(she)重(zhong)點、保(bao)障措施(shi)(shi)、組織實施(shi)(shi)方式,精(jing)準補齊短(duan)板弱項,防止盲(mang)目重(zhong)復建設(she)。堅持(chi)項目跟著(zhu)規(gui)劃走,科學謀劃儲備建設(she)項目,切實做好項目前期工作。

(三(san)十九)推(tui)動試點先行。合(he)理(li)把握(wo)縣(xian)城(cheng)(cheng)(cheng)建(jian)設(she)的(de)(de)時(shi)序、節(jie)奏、步驟。率先在示(shi)范地區(qu)推(tui)動縣(xian)城(cheng)(cheng)(cheng)補(bu)短板強弱項,細化(hua)實化(hua)建(jian)設(she)任(ren)務,創新政策支撐機制和項目(mu)投資運營模式,增(zeng)強縣(xian)城(cheng)(cheng)(cheng)綜合(he)承載(zai)(zai)能力,及早取(qu)得實質性進展。在示(shi)范工作基礎(chu)上(shang),及時(shi)總結推(tui)廣典(dian)型經驗和有(you)效做法,穩步有(you)序推(tui)動其他(ta)縣(xian)城(cheng)(cheng)(cheng)建(jian)設(she),形成以(yi)縣(xian)城(cheng)(cheng)(cheng)為重(zhong)要載(zai)(zai)體的(de)(de)城(cheng)(cheng)(cheng)鎮化(hua)建(jian)設(she)有(you)效路徑。
